POLICIES & PROCEDURES:
SUBCONTRACTING
Crosby Training uses the Adult Education Budget (AEB) to deliver high-quality education and may subcontract to third-party providers to expand reach, enhance curriculum, support disadvantaged learners, and deliver social value. Subcontracted provision is capped at 20% of AEB funding unless approved by LCRCA.
SELECTION & DUE DILIGENCE
Subcontracting opportunities are advertised openly. Providers undergo checks on legal, financial, safeguarding, E&D, H&S, data protection, and Ofsted compliance before approval. Compliance is updated annually.
MANAGEMENT & QUALITY ASSURANCE
Crosby Training retains full accountability for learner outcomes, safeguarding, performance, and quality. Subcontractors are monitored through risk-based reviews, monthly performance measures, and contingency planning ensures continuity if a subcontractor fails.
SUPPORT & DEVELOPMENT
Subcontractors receive guidance, audits, observations, CPD, networking, and quality improvement support.
FEEDBACK
Learner and employer feedback is collected and informs performance reviews, quality improvement, self-assessment, and strategic planning.
PAYMENTS & FUNDING
Payments are monthly, contingent on accurate claims and quality delivery. Non-compliance leads to deductions or termination.
GOVERNANCE & REVIEW
The Senior Management Team and Governance & Leadership Team oversee subcontractor compliance. Continuous improvement is guided by monitoring data, feedback, Ofsted EIF, AEB rules, and Crosby Training strategic objectives. Policy reviewed annually or sooner if required.
