OBSERVATION OF TRAINING,
LEARNING & ASSESSMENT
The OTLA process supports high-quality teaching, learning and assessment by evaluating the learner experience and identifying staff development needs. It aligns with EIF and ESFA expectations, supports continuous improvement, informs CPD, and contributes to quality assurance and organisational accountability.
RESPONSIBILITIES
The Quality Manager oversees the OTLA process and monitors effectiveness. Senior Management reviews outcomes and supports follow-up actions. Observers conduct observations in line with quality requirements, while tutors participate in observations and agreed development activities. All staff must follow safeguarding procedures where concerns arise.
SCOPE
This policy applies to all delivery staff, learning sessions, assessments, and OTLA activities across face-to-face, blended and remote provision.
OTLA PROCEDURES
Observations are scheduled annually and staff are normally notified in advance. Observers evaluate teaching, learning, assessment, learner engagement, inclusion, and progress, gathering sufficient evidence to support findings. Feedback is provided promptly, with action plans agreed where improvements are required. Observation records are retained securely and used to support quality improvement, self-assessment and staff development. The same standards apply to online delivery, with safeguarding, privacy and consent requirements maintained.
MONITORING & REVIEW
OTLA outcomes are reviewed to identify strengths, areas for improvement, staff development needs and quality trends. Findings contribute to quality improvement planning and organisational self-assessment. The policy is reviewed annually or sooner where required.
